This table contains a list of all artifacts, and all the secondary attributes I've seen appear on them. The values listed are the max value I've ever found on S. Legend variants. See details below the table.
Artifact Rarities
Higher rarity artifacts have more attributes, a higher level, and stronger attribute values. The table only lists known values. Attribute values seem to go up by 5-10% per rarity level, but it is hard to know for sure because they still cover a wide range.

Details
- Artifact level does not appear to affect attribute values at all
- Attribute values seem to fall randomly on a range of 50%-100% of max value
- Artifact rarity does appear to have a small impact on the attribute values. Ex: max common is +19% elemental ATK, uncommon is 21, S. Rare is 24, S. Legend is 26%
- Artifact rarity appears to increase artifact level. All my S. Legend drops at in the 43-45 range. Legend 42-44, S. Rare 41-43, Rare 40-42, Uncommon 39-41, Common 39-40
- I have never seen an ultimate artifact drop, but I can't rule it out
